I dont care weather it is an article or an amenment. It can deal with any branch and whoever makes, etc. the stamps.

Stamps - postage stamps at least - are not mentioned in the Constitution. That is because there were no postage stamps in 1789. The first country to issue postage stamps was Great Britain in 1840, and the U.S. started issuing stamps in 1847.
