Lethal injection is actually done using two IVs. Until the execution is completed and the victim (so to speak) is pronounced dead, there is also always the chance of a pardon or of the sentence being commuted to life in prison.

I am guessing that lethal injection is supposed to be a humane execution. So, using a possibly hiv infected needle may be considered less humane.
