(1) It would appear not. This Maltese news and information website has annual reviews (scroll down to see them), the latest being for 2004. The big news events from 2003 seem to have been a number of elections plus Malta's poor showing in the Eurovision Song Contest. In 2004 the biggie was Malta's entry into the EU.

(2) Contrast that with what happened in 1985.
