Jesse Kerns is senior legislative assistant for Congressman Jim McDermott, the Democratic representative of Seattle, Washington. Congressman McDermott is a senior member of the Ways and Means Committee, and ranking Democrat on the Subcommittee on Human Resources. Mr. Kerns advises the congressman on all domestic and international health policy issues, as well as agriculture and veteran’s affairs. Mr. Kerns works closely with the congressman on these issues, preparing talking points, speeches and providing counsel.
One of just nine medical doctors in the United States House of Representatives, Congressman McDermott is also a leading advocate of national health care reform. Congressman McDermott founded the Congressional Task Force on International HIV/AIDS in 1990, and continues to chair this task force of over sixty members of Congress. Congressman McDermott created the Housing for People with AIDS program, and wrote the Africa Growth and Opportunity Act.
Prior to joining the congressman’s office in May 2002, Mr. Kerns worked for two and a half years for the Medicare Payment Advisory Commission (MedPAC), the advisory body for Congress on health policy, including Medicare payment and coverage. At MedPAC, his main issues included the hospital prospective payment system and studies of hospital financial performance. Before MedPAC, he worked for nearly two years for The Lewin Group, a healthcare-consulting firm in Washington, DC.
Mr. Kerns holds a masters degree in public policy from the University of California at Berkeley, and wrote his thesis on Title VII and the production and distribution of primary care physicians. He is a magna *** laude graduate of the University of Washington with degrees in history and political science. Mr. Kerns grew up in Seattle, Washington, attended Garfield High School and worked for Bank of America for seven years during and after his undergraduate education.
