For Nero 7 - start the Nero Burning Rom program, and select the option of a New Video DVD, then just drag the mp4 files from the browser window to the DVD preview window, click on the icon for 'Burn DVD'.

There are also other softwares that can do this. Here's a good guide for converting mp4's to DVD:

Most standalone DVD players can not play MPEG-4 video files. Generally, DVD players play only MPEG-2 video files, which are used in DVDs that you can borrow from your local BlockBuster. Nero Recode can convert an MPEG-2 movie in to a more compressed MPEG-2 video file or it can convert a MPEG-2 video in to a MPEG-4 video. The advantage of converting a MPEG-2 video to a MPEG-4 video is space. MPEG-4 videos are 1/10th the size of the orginial movie. How to convert a MPEG-2 movie in to a more compact version which can be burn and watched on a DVD player:

1. Start Nero Recode
2. Select "Recode an Entire DVD to DVD."
3. Click [Import DVD] button.
4. Browse to where the original movie is located. Wait for it to analzye it.
5. Click [Finished].
6. Make sure "Fit to target" is checked.
7. Under it select DVD-5 (4.7 GB) and then click [Next]
8. Selec the DVD drive you want to burn with and click [Burn].

well, nero kinda sucks for converting avi files to dvd . .. it helps to have a basic understanding of dvd format but what would be easiest is to get an app called "winavi" and convert the file to dvd ... that will give an output of two folders ..."video_ts" and "audio_ts" ....simply burn those two folders to a dvd as data and close it ....thats the simplest way ... there are many other ways to convert to allow controlling the filesizes more and adding menus and things like that ... but i reiterate that using nero to convert isnt the best way to go about it ... you need a specialized app to convert with like winavi then just use nero to burn the files.
