You probably need a permit go to the town hall office of the building inspector.
You also probably need a permit to turn the garage into a residential room.
And possibly a permit to rent out a room, depending on the zoning where your house is.

That's the tricky part of having to rent out a room. If it says in the agreement that he is allowed to have access to all of the rooms in the house and property then yes it is legal. But if you have somewhere in your documental agreement that he is only allowed to reside in a particular part of the house then you could do something about it. If it is a month to month thing, then just give him a 30 day notice that he has to be off the premises and that should be settled nicely. Or you could evict him for non payment. Next time you decide to write up an agreement make sure that you write in there the tenant must keep a nice and neat room or else... Now if he is no longer a tenant then you may call the police because even though he is not in the house, he is on your property, which you own and he doesn't! If he gets violent then you can but a good gun to work if your state allows castle law. Don't actually take off the safety and everything, its more about a matter of scaring him, not actually harming him. If it were me, I would just wait until authorities get there, and let them handle it. The whole castle law is if he were to come back.

To do it "legally" you "do" need a permit. There will be electrical involved and that will require a Building Inspector to certify the work. You may also need a "Certificate of Occupancy". (Not sure)
On the other hand.....If you do it without the permit and don't get caught, so much the better. Keep in mind, if you do not get it inspected and the electrical work causes the place to burn down and kill someone,,,, you will be in big trouble. If I were going to rent it out, I'd make sure I had a permit and it passed inspection. The choice is yours.

The Fonzie lived in the Cunningham's garage for awhile, right? Who else? So it is feasible to do. You do need to get the permits and all, so call you city or town hall to find out the exact numbers of the departments you need.

go to the department of buildings and purchase a permit to work on the garage. if you don't you will be in violation and will recieve violations of 1000 dollars and up.

Yeah you need permits o turn your own space in to a rental place. it needs to be in up to code for as far as it goes. They need to inspect for safe reason. most basement are not allow to have kitchen unless they have ventalation. Also must have lot of windows for emergency and what not. Try going to the bookstore they have lots of info on that topic.
