Any ideas, specifically what accessories I would need...and where I could get cheap stuff.

I would buy a long sleep white shirt and a pair of white tights or white nurses' hose, and go to the craft section of Wal-Mart or Hobby Lobby - and buy Red, Orange, Yellow, Green, Blue and Purple acrylic paint (the smallest ones - cost about 40-80 cent a bottle). You can use masking tape to mark off the rainbow stripes, and then paint those in the order I mention above on your shirt and on your tights. Let those dry overnight. Then all you will have to do is wear a short skirt over your tights (I think her skirt was gold or yellow). She had red hair - so you will need get a red wig (or temporarily color yours if it is long enough). Oh yeah - I think she had a star in the middle of her chest. So hot glue a star on your chest. i cant help there ya there but i know another really easy one to make a nirvana cheerleader all you need is a lil black skirt a small black tank top some pink fabric paint to make the anarchy symbol , & some lil black sneakers then draw a fake tattoo around your arm , and if you can afford to get some lil black pom poms smells like teen spirit

Find someone who sews then go to Walmart and buy the fabric and have them put it together for you.
