theres many ways... depending on what you want. You can use macromedia flash to make a flash banner, you can create a simple GIF file by taking a couple pics and putting them on a timeline in some animating program, you can probably use some simple video editing program if you want an animation, althou im not sure whether that'd be the best choice if you're trying to make a banner... check out download.com on cnet , they have a lot of little programs that you may find helpful.

1) Animated GIF's; Supported of every 'known' machine with internet, has numerous amount of images (flicks through 1 image per X amount of seconds or whatever)
2) Animated Flash (also user interface enabled); can support images (jpg, png, gif, bmp; any!) also it's own unique form of graphics using vectors and gradient fills, also supports scripts, things to be executed like opening a webpage upon clicking it, and rollovers.
Option 1 can be made with Animation Shop 3, or any other freeware graphics software.
Option 2 can be made with several Flash applications, like Macromedia Flash MX, or SWiSHmax (which is more simpler, only the higher scripting (like videos and streaming arn't supported), SWiSHmax is a lot cheaper and more suitable.

You can use Flash or various Flash effect generators like CoffeeCup or FireStarter etc.
Its a lot of work though. After importing the picture, getting the aesthetics right can take hours if not days.

Most website use animated gifs or jpegs. They just change from one image to the next to give the illustion of movement, so you need at least 2 pictures. Search for a gif animator, there are alot of free ones available

For simple frame by frame animations (GIF), use Animation Shop 4.0 (find it on emule). You will be making animations in minutes.
For more advanced and flashy animations, u need Macromedia Flash 8. But remeber, it can get tricky. It takes pretty long.

i'm getting so excited over it, that the two way is all good...with occurring besides. i'm somewhat animal, and that i like a bush! the assumption of trimmed somewhat is kool, cuz getting a hair interior the decrease back of the throat may well be a distraction and convey issues down somewhat. those are so no longer ordinary to get out and you may experience them. that's my purely neg. with hair. do no longer concepts shaved, yet no longer necessary for "Me!". Me! :- )

Essentially, you create (photos, drawings etc.) lots of images and then have them play one after the other, like the flip-books children like to play with!

You need a tool to make it animated.
Photoshop, Paint Shop Pro, and Fireworks can all do this.
