You are a virgin if you have never had consensual sexual intercourse.
I say "consensual" because some girls are raped before they have their first sexual partner, but they don't count that as the time they give their virginity to someone, because their rapist TOOK it.
Not all virgins have intact hymens, either. Some break during sports, some just never had one, some use tampons that are too big... (I had the hardest time using a tampon until after I lost my virginity)... there's all sorts of things that can cause a virgin not to have a hymen.
But no, being really tight does not make you a virgin. I've been told that I'm tight years after I lost my virginity, and women who have had children have been told the same.

No, having an intact hymen means you are a virgin.
Non-virgins can be tight, too. Having very few, very occasional sexual encounters can mean your vagina could be tight. Also, there is a procedure you can have to alter the tightness of your vagina surgically, and some ointments, oils or lotions can make you temporarily tighter.
Not all virgins are all that tight, though. There are girls with extremely heavy periods who had never had sex, and the use of super-plus tampons can stretch you out some (though not as much as repeated sexual encounters or childbirth, naturally). And there are some women who are just roomier than others.

Being a virgin means you have not done sex. It is not related to the tightness of your pussy at all. Although virgins are often tighter as they have not been expanded by hard sex.
