Microsoft OutLook has nothing to do with the way you are connected to Internet, either by a dial up network or through a Local Area Network.
It will work in the same way through both medium.

Microsoft Outlook is used to send/receive email from POP3/SMTP based email providers like your ISP, your company's mail server or even Google.

As long as you can get connected to the Internet and connect to the mail server, Outlook will work.

Once upon a time I used 2.4Kbps modems to read my mail.

I used Outlook with dialup and had no problems.
