In general, you look for an enrolled agent unless you have complex tax problems (then you use a CPA) or legal issues including those that could involve prosecution, in which case a tax, or a criminal tax, lawyer is appropriate.
The EAs are the cheapest, the CPAs next, and the lawyers by and large quite expensive.

Well, usually people hire a lawyer. If you cannot afford a lawyer there are free clinics, usually at law schools where they have students do most of the work supervised by the professor. If it's not a really messy situation then this is a good solution. If you are facing some serious criminal charges then sell your house car and soul and get the money for a good lawyer.
