Search eBay or a Simplicity Pattern site. Years ago I made this costume for my daughter and had a pattern for it. I don't know if it's still available or not................we used silver lame` material. Very cute.

get tin foil. like a long, thin rectangular strip. then get a piece of white paper and write with blue marker, Hershey's Kisses.
Then get MORE tin foil and wrap it around yourself in the shape of a hershey's kisses candy. add the label thing near the top, and you're done!

See if you can find a costume pattern for one and purchase the materials at Walmart.
