What a gravel siphoner does is move the gravel around & it sucks water and waste products from the gravel. You will have to replace water in the tank. It does NOT remove the gravel from the tank.

You need to press it firmly into the gravel. Pull it out. Repeat.

you need to dig into the gravel to get the waste out it will still move fast but you will pick up more waste

Are you pressing it all the way down? How new is the tank? Maybe its too new and there isn't enough poo suck up yet.
