I don't like navy blue eyeliner on myself. I have blonde hair, but brown eyes. It makes my eyes look smaller. I can wear dark eyeliner such as black, brown, and green, though. I think because navy blue is a "cool neutral," it causes the eye to recede further back into the head. Dark plum will look good on your eyes I think. Or, you could just line the top lid with your navy eyeliner and leave the bottom lid bare.

It can make the eyes look more inset and even make it seem as though you've been recently crying.
The final decision is yours, not your friend's, because you know best what looks good and what does not.
You just need to becareful about the make-up you wear along the rest of your face. Bright red lipstick on very pale skin can make the eyes stand out way too much and have the "crying" effect, especially if it smudges.
Look up tips on using blue eyeliner, because that's a difficult colour to work with.

I think black or brown eyeliner works best, navy is out of season anyway. Don't go to the department stores and ask them, there job is to SELL makeup, not to just make you look pretty.

ppl say you have to use the color of your eyes. So in that case, blue eyes and blue eyeliner is good. I prefer black, but, yeh, I have dark brown eyes and darkbrown hear.
nothing wrong with it

navy blue is my fave eyeliner- if you like it then wear it. sometimes if you have the same same color eyeliner as your eyes it dosent look preaty but if your eyes are lighter than the eyeliner , then there shouldn't be a problem.

I completely advise going to a makeup variety website because frequently situations they could have large concepts on at the same time as a coloration or product is proper. study from the pro's. i imagine it completely relies upon on your hair coloration and pores and skin tone - or the coloration of your lashes. make a journey to a branch shop on the mall to visit a makeup counter. those chicks take instructions and get qualified and furnish you with a make over for loose.

maybe if you try something else, for a change, I think it looks good, but you should try other colours, perhaps brown would look good on you, if not go to a makeup consulter.
Even in the web you can consult yoour look.
Good luck!
