I've tried following the instructions in the booklet but it doesn't help. I'm trying to connect a staircase finishing on the second floor to the third floor. I've tried to place the tile and it went green where I wanted it but then it said step can't be placed and other stuff.

In order to place your stairs, you might have to check out a few things first. Sometimes I find I need to have walls to put stairs in, and other times I don't. You need at least one square in front of your stairs and to the side of your stairs. If you have a wall below the stairs, you can't place the stairs, you'll have to delete that point in your wall. Nothing can be placed under your stairs or on the walls above or below your stairs. There cannot be a door touching your stairs at any place. There has to be some type of second floor created, put down carpet, and then it will delete the tiles it needs to delete. :) For more tips, feel free to check out http://www.geocities.com/doyle_cat/THESIMS.htm

Put a wall around the third floor.
Leave two squares between the top of the stairs and the wall, with the floor down.
That should allow you to put the stairs in.
If not, it might be because you're low on money.
Try typing motherlode in cheat mode.

you cant place it where you have carpet of tile on your floor and if a bed or something is in the way
