because if cartoon characters aged like real people, they'd no longer be "kid appropriate" after two or three seasons. This makes them less popular to young audiences which make up the future fan base. A lot of the people who watched "Simpsons" 16 years ago are well into their 30s... and now their children watch the show. Something that wouldn't be possible if Bart was 20 something.

one of the primary benefits of working with cartoons as opposed to live people is that you don't have to worry about growth spurts, and aging etc. and this is the Simpson's 18th season, and starting in 4th grade would make him 28 and honestly while a few random episodes where we see him as 20 something are cool, an entire series about 20 something Simpson kids would blow.

If Bart ever aged he might grow out of that attitude we've all learned to love. Then he'd probably move out of his parent's house, and no one wants to see that happen. The bottom line, people just can't stand change.

Because cartoon animation is far far superior to acting. It is cheaper to pay a doodle nothing, and give the money to people who actually do work to create.

It prooves that animated shows are far far superior to live action shows as they can go on forever and you don't have the "cosby syndrome" where they seem to have a "litter" of kids just so they can keep a cute baby on the show.
