I have to type at least 100 pages to answer this question. CM signs just after the signing of concern Secretary, secy signs just after the signing of Collector/Sp. In other cases it may take some years. But in this case the murderer was a congress activist so that it was completed with in days. You may be shocked to know this. But in government machinery all the crimes and scams are been staged just like that. The CM must take responsibility .He cannot hit the ball to the courts of says or collectors. What the hell he was doing with out conducting cross checking .

Now a days these kinds of scenes are been flashed due to the Judiciary. But you know in judiciary also the same things are happening even with in the vision of Judges.(threatenings,bribing etc).

One convict, belonging to Congress party was given clemency by the Govern0r of AP. This was challenged by the family members of the person who was killed by this convict. Supreme court quashed this clemency order, saying that it was considered on political grounds.

Generally, the clemency petition will be forwarded by the Govt., to the Governor or the President, as the case may be, duly recommending by the Govt. Even though, the notes are prepared by the officials, the cabinet will go through it and if thought fit, will recommend the case to the constitutional head.

In APs case, the Congress government recommended for clemency and it is the responsibility of the CM to go through it, before sending to the Governor. He cannot escape now, on the plea that the officials have given false facts. If they have given false facts, he should have verified the same. It is the CM who is squarely responsible for the mishandling of this case.

This is the state of our politics. On the name of party, cast, community, backwardness, Social status etc etc., the politicians are taking advantage in protecting their own people. Why this is in the case of gouru but not for a common man. The Indian citizen should now realise what sort of liberty we have got and the loop holes provided for politicians . I think i need not to answer your question specifically by giving Yes or No

YOU ARE QUESTIONING THE COURT. IF HE IS PROVED IN THE COURT, THE GOVERNOR AND OTHERS COME INTO PICTURE AT THE TIME OF CLEMENCY ONLY.
THE SC HAS TOLD, ONLY THE CLEMENCY SHOULD NOT BE POLITICALLY MOTIVATED, WHICH IS CORRECT. HIS CONVICTION AND ALL IS PROVED IN COURT OF LAW. IF HE WAS, FRAMED-UP, HE HIMSELF BEING A POWERFUL MAN HE WOULD HAVE ESCAPED. YOU ARE VERY WELL AWARE HOW THIS HIGH & MIGHTY ARE ESCAPING, BY SEEING 'JESSICA LAL CASE' & 'MATTOO MURDER CASE'. WHY ARE CRYING. ARE YOU A CONGRESS SUPPORTER.

That these politicians will go to any length to policies the governance can be gauged from this incident. It is really necessary that the whole system of is revamped lest every body will lose faith in democracy.
