i can't put it any better than John and Allegorist did up there.

without taking anything from what they said about too much information, full sentence treatment, let me just add this:

editors have their peculiar styles, written and visual. but generally, bullets are visual tools intended to highlight the various ideas / items / attributes that would otherwise be buried in a paragraph.

there isn't much problem bulleting single words or short clauses; neither does each bulleted item require an end punctuation, nor does the last item require a period.

but i'd use semi-colons if my list contains phrases or clauses that are each intended to convey whole ideas by themselves; the last item would have a period. (if i got rid of the bullets, i'd have a compound sentence consisting of independent but interrelated idea-phrases separated by semi-colons, with the last ending with a period.)

What is needed is consistency.

Bulleted list do not require periods. But periods may be used if the bulleted information is longer than just a quick statment. Once you start using periods for one then they should be used for all.

Other thing to remember for a bulleted list. If you get to the point of writting full sentences or multiple sentences then you are probably putting too much information in each bullet and the info can be broken down into more bullets. Consider making a new bullet anytime you would use a period or a "and" or an "or".

The most elegant way would be to give a sentence the full and proper treatment, and it includes putting commas after listed items and a period at the end. The bullets come as a visual aid, and shouldn't interfere with these basic standards.
In the case of texts that already are not formal (e.g., nonverbal sentences like "New!" or "Hi quality"), this would make no difference, right?

Unless your at school or writing a professional letter or such, who is concerned, just spell the words correctly. With all the text shortcuts, we will lose the written English language soon.
Anyone using this medium should have a dictionary because the check spell does not always work or is available.

I would add a period if there is a sentence following the bulleted list.

sure, they do. yet i doubt you would be marked down for not having sessions they technically are not sentences and for this reason dont ought to maintain on with the guidelines of sentences (capitalisation/sessions), yet in many cases you may desire to positioned them besides
