Have a travelling monument and encourage people to add their own parts to it. Have a guideline for entry, such as it must be a certain dimension and size, with a generic theme such as "things important to me in my culture" and then you can arrange showings of the collected pieces around the country.

Note that this has been done before. Check out The Quilt

1) Determine the country.
2) Determine the different cultures represented in the country.
3) Determine what the monument is for.
4) Determine if the country/culture already have symbols that represent what you are trying to memorialize.
5) Then see if you can incorporate those already known symbols into your monument.
6) You wouldn't have to demolish a monument necessarily to erect a new one.

I'm not sure why you would ever need to demolish another monument. Each one was created at a different moment in history to commemorate a different event or attitude. Each new monument represents growth or change and serves as a reminder of how far we have come or mistakes we have made. You would simply need to construct a new monument in a new space (which there should be plenty of) which reflects as many different people and cultures as possible. Perhaps, a statue of a human head divided and painted to represent many different peoples in one.

I would use Disney World's Epcot center as a guide - as corny as that sounds. Incorporate the existing monuments and wrap the new ones around them.
