Well there isn't half a hole as a hole is a hole. But if 14 women were digging the same hole to half the capacilty it would take 7 minutes.

If the 1/2 hole is 1/2 the size of the original one then it is 2 hours. 4 men spend a total of 4 hours on the first hole. The number of man hours to complete one half the size is therefore 2. As the first ones were digging at the rate of 1 hour each then 2 men will take 2 hours

4 men take 2 hours to dig 1 hole
1 man in 1 hour to dig 1/8 hole
1 man 8 hours to dig 1 hole
14 men 8/14 to dig 1 hole
14 men 16/14 to dig 1/2 hole
14 men will be able to dig 1/2 hole in 8/7 hours
in 1-1/7 hours

I'm assuming that a woman can do the same work as a man, and that half a hole is half as much work as an entire hole. Then 4 men work at a hate of 1 hole / 2 hours, or 0.5 hole/hr, so 1 man works at a rate of 0.5 / 4 = 0.125 hole/hr. 14 women work at a rate of 14*0.125 = 1.75 hole/hr. (.5 hole) / (1.75 hole/hr) = 0.286 hr = 17.1 minutes.
