It's the epic struggle of one person trying to keep back the onslaught of problems, disasters etc. If he takes his finger out, his land floods and he loses- metaphorically speaking!

This comes from an old Dutch fairy tale, "The Holland Ring" written by Hans Brinker. The tale fo the little boy who saved his town by plugging a leak in the dyke until help arrived.
This is a story, but many people beleive it to be a true event, and so many times the people were asked by tourists why dont you have a statue to the boy who saved you, they actually now have one.
The metaphor I guess is used when someone is doing something seemingly dull, but knows it is of vital importance.

There's a story of a Dutch boy who saw a dam leaking and put his finger where the leak was until someone got there to fix it, so the city wouldn't flood. Basically, the person isn't going to be nice anymore, and try to fix things.

It means it is a temporary solution to a problem that needs a permanent fix.
Eventually, the kid gets tired of doing it, walks away and the damn breaks.
Or the kid dies of exposure, and the dam breaks.

there is a legend of a little dutch boy who saved his counry by holding back the whole Atlantic ocean by putting his thumb in a whole in the wall that was supposed to hold back the sea.
