ok, we got to straighten things a bit up.
By upgraded dell latitude, do you mean it's a used laptop, which you (or someone else) upgrade?
Are you still having the strange road image as of NOW?
When you said that you do a virus scan, what virus scanner do you use? Is it AVG or something else? If it is not AVG, have you uninstalled the other anti-virus program?
Temporary Solution: Uninstall _all_ antivirus program except one. I'd recommend AVG to stay, but it's up to you. Update. (if AVG can't update, download the update file from here: http://free.grisoft.com/doc/24/lng/us/tpl/v5 , then tell AVG to update from file, uncheck the [AVG Control Center > Update Manager > Properties > Do not ask for update source] if needed). Just keep in mind never to install more than one antivirus at a time in a single computer.
Then Rescan in Safe Mode. To get in safe mode, you restart your computer, then repeatedly press a button (usually F8) until a menu appears that asks you the boot mode, choose boot in safe mode.
I recommend to keep the program that allows people to come into your laptop off, until it is really needed. Never allow people you don't trust to sneak into your laptop, you might get trouble if that untrustable person do not behave and inserts another virus for you.
neopets <<< very safe, it's very unlikely you'll get into some virus here.
msn messenger, aim <<< these are all generally safe, except MSN's or AIM's file transfer, just don't transfer file with people you don't know, and avoid transferring file with people that seems to don't know much about using computer, as they have the highest chance for having virus infecting their computers without they even knowing.
myspace <<< depends. Avoid visiting user pages that you don't know. The sites itself is generally safe though, but the users' pages can be malicious.
geekstinkbreathnet <<< I don't know about this one. Not saying it's malicious, but you can't know every site don't you?

I'm confused as to what programs you're running. You say you have Norton anti-spyware, but it finds and deletes viruses. That is an anti-virus program. If you're running Norton anti-virus plus AVG anti-virus, you need to get rid of one of them. Two different anti-virus programs will work against each other and cause all kinds of headaches.
I strongly recommend using only AVG anti-virus, and keeping it updated regularly as soon as you're able to. If you suspect you may still have a virus or remnants of one, here's what I would suggest:
First, go here and run Panda ActiveScan (online virus scan)
http://www.pandasoftware.com/products/ActiveScan.htm
Then, go here and run Housecall (another online virus scan)
http://housecall.trendmicro.com/
Then, go here and download Ewido (the free trial version) http://www.ewido.net/en/ .
Install it, BUT DON’T RUN IT YET. Reboot your computer into safe mode (tap F8 as it
reboots, then choose safe mode). While in safe mode,
run Ewido. Then, reboot normally.
When done, download and run AdAware and Spybot Search & Destroy. They both have
help files, but basically just let them run a full-system scan and remove whatever they find.
BE SURE TO UPDATE THEM FIRST, BEFORE RUNNING THEM. After this, update
and run them every couple of weeks to keep spyware from accumulating.
AdAware (Get the se personal)
http://www.lavasoft.de/software/adaware/
Spybot Search And Destroy
(choose language, then click icon for “Spybot - Search & Destroy”)
http://www.spybot.info/en/index.html
Just be sure to remove one of your anti-virus programs first.

Im assuming you use Windows XP? You have to disable your system restore other wise the virus would just copy itself. You can also run Edwido http://www.ewido.net/en/ and see if you have anything else on it. You might want to disable remote access unless you need someone to access your computer for help. All these can be found by right clicking My Computers and select Properties
PS Do not have multiple virus scanners it will only hurt you

You should remove the software that allows others to login remotely to your pc. Disable remote access, remote login. Use a firewall. Or disable remote access in your windows firewall. It is better to fix the software related problems yourself, by understanding them, and by requesting how to info. If possible download and install zonealarm free firewall. You can also use avg free antispyware alongwith avg antivirus.
