First thing you need to do is figure out why it is so important that she asks you. Next, It's a cultural thing, women are raised to think the man will ask her to marry him. (Although I was the one to ask my husband) It's like we want it to be like it is in the movies, all romantic, with the man on his knee telling her how much he adores her, etc.

I have never heard of both partners asking the other one to marry you. Maybe she doesn't know you want her to or even that there is a reason to. She might think it is already settled. You might have to talk honestly to her and see what is going on?
