There are limited options for you to get a combination of those things. The first choice would be Chabot Regional Park over in Castro Valley. They have a decent trail you can follow around the lake, boat rentals and pretty good shore fishing, but you will have to have licenses and a daily permit to fish there.

Chabot Park is also closely neighbored by Redwood Park, which has some pretty good hiking trails through the redwood trees.

For the north bay area, look into Lake Berryessa near Napa. It's one of the largest lakes, just 50 miles north of SF. It has resorts, motels, B&B's, restaurants, boats and canoes to rent if you are interested in trolling, they sell excellent broken-backs. And the catch of the day over there is small-mouth, big-mouth, trout, and catfish. Warning, during the colder months, like now, fish usually hit around 30' during the mornings, and closer to shore in the afternoon when the sun comes out.

Lots of bike trails, hiking, camping, etc...

Have fun, and visit Napa!
