Ping is a command used to send packets to a computer, server, or any other device that is attaced to a network. When you send a ping you are asking the computer if it is there. You can than also measure how long it takes to reply. There are a few options in the ping command. For instance if you do a ping -t www.yahoo.com your computer will continue sending ping packets until you stop it (stop is ctrl-c).
If you want further information you can do a traceroute (using tracert command under DOS). Traceroute will ping every device between you and the target. This will give you information on where slowness might be occuring.
Some applications will display ping statistics. For example sometimes when you are playing a video game it will tell you what your ping time is to a server. If you are getting a slow ping time there are a lot of reasons why this may be happening. Most of them have to do with server load and network latency to the server.

A ping is a set of data sent to check if a host is up and running on a network. Ping is a command that sends out a packet of data and tests to see if the other host replies back. Often used to check the integrity of a network or internetwork. Derived from the sound that a sonar system makes. A trace-route uses ping to follow the path from host to host to the intended destination.
You cannot "adjust" it, only change the duration and size with some parameters.

You can't adjust it. You can peform a traceroute and find out why is running slow.
Ping basically sends a packet of information to a website, then the website sends it back so you can see how fast your connection is.
