Plants do well under fluorescent but the wattage is low so you want to keep the bulbs about a foot away from the leaves. If the light source is too far away the plants will not thrive and may get leggy. It's best to have lights that are movable so as the plants grow you can slowly raise the lights. Again, try to stay at about a foot.

Tropicals do pretty well, but you have to find out what tint the lights give off, some have a blue hue and others have a red or pink hue. Too much blue will give you short plants with fat leaves, pink/red gives you taller skinnier plants with slender leaves. A typical set up to balance this out is to use a few regular incandescent bulbs of the opposite color of the fluorescent. Plants that require full sun rarely last under fluorescent unless they are receiving indirect sunlight or direct light from a window along with the fluorescent.

plants will grow just fine under cool fluorescent bulbs, but they won't flower. if you add an incandescent bulb to the set up, it takes care of the flowering by making the combination of light a full spectrum.
fluorescents are great for seed starting, since they promote green growth and don't get hot to burn out the little plantlets.
