What determines whether something will be a phelia or a mania?
For example, necrophelia and cleptomania, why isn't it necromania and cleptophelia?

Philias tend to involve some kind of sexual arousal. Manias are more of an obsession.

So,
necrophilia- sexually aroused by dead things
necromania- obsessed with dead things

Phelia, I believe is an obsession with something and mania is an exaggerated desire for something.
