If you muster the courage to tell the boss that she's an idiot, then the opposite would be to waste (or not gather) the courage to tell the boss that she's an idiot. Not a great sentence perhaps but I hope it illustrates the meaning of the word.

Depends on if you mean the noun (as in "to pass muster") or the verb (as in "the troops muster for inspection")

The closest antonym for the noun version would probably be something like "free-for-all" or even "ignorance", if you think of "muster" in this case as being a synonym for "inspection"

For the verb, I think the best antonym would be "disperse"
