If you lawn is a little ragged I would suggest a 4-step program to get it in good shape. Scotts, Greenview, and others make these programs. Step 1 goes on in spring and has fert and crabgrass preventer. 2 is a weed & feed and goes down 6 weeks after the 1st step. 3 is a summer fert and goes down 6-7 weeks after 2. And 4 is a fall fertilizer that goes down about 7 weeks after 3.
As was mentioned the fall fert is the most important so make sure you get that down this fall and start the program next spring. With the program and water you should have a pretty nice lawn by next fall.
By the way if your lawn has lots of weed you may want to get Scotts Super Winterizer plus 2 at your favorite L&G center. It is a fall fert with weed killer in it. It will knock out a lot of your weeds this year so your problem next year won't be quite as bad.

The soil should be excellent for at least 7 inches and better 12+inches deep, that is free of large roots, rocks, compaction, etc. The soil must drain well, tile if necessary. Work in organic matter such as compost to lighten or aerate the soil, roots need oxygen. Rake smooth and then roll with an empty lawn roller to make a smooth bed. Add the prestart fertilizer, rake in ever so lightly and then seed or sod......as per instructions above.

DO NOT use a weed and feed.They are mostly nitrogen to help burn weeds out.Use a fertilizer with a 3-1-2 ratio.1 being nitrogen,2 being phospherous and 3 being potassium.The last two help with the root system.The nitrogen greens your grass up.
If you do get broadleaf weeds,use a spray weed killer.Just avoid any shrubs and flowers.
