I don't think that Yahoo allows spammers to operate using yahoo.com addresses
But what some people don't realize is that the "From" address of an email is not necessarily accurate. It is possible to set the "From" address to whatever you like and possibly forge someone else's email address. There used to be a site (www.manicmail.net) that used to allow people to do just that, send an email under a different email address. Given that spammers tend to use computer programs to generate their emails, it would be even easier for them to have the "From" address set to something that might not attract the wrong kind of attention.
So kajalrj@yahoo.com might not even be CodyIsabelle's email address.

No. In fact no sane email providers (yahoomail, gmail, hotmail, etc) supports spamming in any way. However, Yahoo (and all other email providers) can never block all spams, and they cannot always detect a spammers's email address. Make it to Yahoo's attention that you've been spammed which seemingly comes from another user account which is kajalrj@yahoo.com. They'd then (hopefully, since they're very busy peoples) investigate those spam emails, and see if they actually comes from kajalrj@yahoo.com or if it is a forgery (it is extremely easy to forge an email, so that it'd be identified to be coming from Yahoo's address (or any email providers, even inexistent ones), while in fact it comes from an unknown privately owned email server, devoted to spamming). Yahoo should take appropriate actions, such as banning the email account if the spams comes from the user ID or banning the IP address of the malicious email forger server.

Yahoo blocks most of spam that comes into yahoo. It is sent over to a bulk mail folder where you can read it or delete it. No email service blocks spam going out as long as it is not batch mailed to dozens of people.

They do try. If, you send a lot of emails occasionally they send you to a page that give a code to enter. You have probably seen what I say, if the code not entered correctly it not allow the email to go out. This about all they can do.
