After winter is the best time. When you prune them they immediately start to shoot. Pointless in winter when the frost is going to 'knock' them around, wastes the plants energy and you end up with a lot of cold damaged shoots. Much better to leave as protection if it is particularly cold.

Roses love to be pruned. I used to look after 800 of them.
you can do it whenever you want.
Prune them back really hard(leave about 3 stems) in winter.
When they are actively growing in the warmer weather you can give them pretty good cuts too(maybe reduce them by 1/2 their size).
everytime a flower dies cut a foot or two off the stem.
Keep the fertilizer up, and keep on eye on fungus(black spot on leaves)

I live in Michigan and I prune mine in very early Spring and have had great bushes and roses.Cut and dig up weeds all the time during growing season .

I live in the Sierras and I prune lightly in August and heavily in January.

A good rule for trimming anything is February, after they are completely dormant.
