Often this is broken dc jack on the motherboard. Once the battery is dead there is no power. The majority of laptop manufactures put the jack on the motherboard and advise the only repair possible is to replace the motherboard. Often you can buy a new dc jack and replace the broken one, but it involves a bit of solder work, risking heat damage. I have repaired several laptops with bad dc jacks but always advise the customer of the risk.

VR has a good answer. Added to this it could be that your power adaptor is not charging the battery. Normally when you plug in the adaptor a light will come on the laptop, check the manual. If it is the power adaptor you can purchase from suppliers on E-bay. I have for previous customers. If the power supply is fine then it could be the connector on the motherboard. Most PC shops can repair them, but to replace the board is beyond reasonable repair. They are very expensive. If this is the case buy a Dell, comes with a 3 year Warranty. (If you have to have a laptop)

Did your battery go dead? If so, it may take a little charging before there's enough juice in it to boot it back up again. Mine did this after it had been out of use for some weeks.

I second the "remove the battery" answer. Remove... reinstall... try turning it on.

Try detaching the battery and then plugging it back in. That sometimes does it.
