Responded poorly. Even if the local government failed to have a plan in place, once the situation got so out of control, the federal government should have stepped in and done something. For Gods sake this is america and you cant even get a few thousand people out of a watery grave yet you are quite confident you can tell the world how to live.

What has been said is that Bush caused the disaster. The inference being that had he done something differently, the disaster could have been avoided. I think that is patently false. Irrespective of the Federal governments response, a disaster was going to occur in New Orleans when Katrina hit. The only debatable issue is the degree to which it occured.

A lot can be said regarding the local governments responsibility in mitigating the disaster's effects. Florida has gone through many, many hurricanes, and their local goverments have seemed to respond quite well. Same with South Carolina.

When you compare how Florida handled their disasters and how Louisiana handled Katrina, you have to conclude that Louisiana doesn't measure up to Florida in these terms.

However, to be fair, the MAJOR cause of the magnitude of the New Orleans disaster relates to the topography of the city. It is built in a bowl between two huge bodies of water. The levees were only designed for category 3 hurricane.

So unless Bush could magically raise the city by 20 feet the week before the hurricane, or had the incredible foresight and management capability to complete a 15 year hundred billion dollar project in 4 years, this disaster was unavoidable.

The problem with too many people in this country is that everybody seems to think that the feds should come down and rescue them when something goes awry. It is the job of the local government and the state to provide and implement disaster preparedness. Why does anyone think that the feds were the problem in this situation? Did no one see the picture of the busses that were flooded? Are you all crazy? What the hell was Ray Nagin doing during this crisis anyway? For God's sake people, put this in perspective. The Mayor was and still is a complete waste. FEMA was NEVER a first responder organization. It was only meant to come in after the problem and offer help and money and whatever else. Why in the world are people buying and building houses in flood plains anyway?

The failure of the local governments was certainly a problem, but something that a lot of people fail to mention is that when the hurricane hit, the federal troops had to deal with serious civil unrest (looters, etc.) before they could help anybody. It wasn't really Bush's job to help as money was supposed to be allocated and organized in the event of an emergency. I suppose Bush gets blamed for everything these days, save the weather. But of course you know the joke about Bush and the golf game...

No, that doesn't make sense, Bush may be a BAD **!!@, but he can not cause a hurricane though Iam sure he has tried. It has nothing to do with Dems or Republicans EVERYONE here in the United States and around the world saw this catastrophe and saw that it was handled very, very poorly he(Bush) and we should be ashamed and embarrassed and to speak of our self a SUPER POWER.

I don't think even the most rabidly anti-Bush Democrat thinks he's capable of controlling the weather.

It was the local government's duty to have an emergency plan in place, which they failed to do.
