Her neck was broken by her husband in the course of her murder, and the croaking sound alludes to her trying to speak/breathe through her injury.
In the five feature-length movies so far about The Grudge (two Japanese direct-to-video movies, two Japanese theatrical films, and the American remake) there hasn't really been a definitive explanation of the croaking sound, but the scene in the extended edition of the American remake where we see her neck broken seems to point towards the answer. Moreover, in Clea Duvall's death scene, you can sort of hear her croak (no pun intended) as she's breathing her final breath, alluding to an aspect of The Grudge that was better explored in the original Japanese version (and better referred to in the extended version of the remake)--that many of the victims wind up taking on the "roles" of the people originally involved in the murder--"possessed," for lack of a better word, but not quite what's happening.
The croak actually originated from The Grudge creator/director Takashi Shimizu's childhood, when he used to make the sound to annoy his friends. In fact, in the Japanese films, it's not the actress who makes the sound but Shimizu himself who dubbed in the croaks.
