This is a statistical calculation. It means "one for every million". If we said 100 we would be saying "one for every hundred". Add it up. This would result in a MUCH higher number. The 100 or 1,000,000 is not chosen arbitrarily (just picked without reason). It is chosen to most closely reflect the real number of accidents occuring. For example, if we had one death for every 100 accidents then we would have 10,000 deaths for every million.

Because 100,000 is not enough. You have to think of Population as a whole. Heck, take cars, there is on average an accident every 5 minutes in America!!!! Do the math for a year. It over 100,000. In the workforce there Millions probably getting hurt Annually. Even, if, it a cut finger.
