It's air, minus the oxygen, which would make it mostly nitrogen.

Oxygen is "dephlogisticated air."

These are archaic usages. We're more familiar with the chemical processes of combustion, and don't use these terms (phlogisticated, dephlogisticated) any more.

A mixture of mainly nitrogen and carbon dioxide with water vapour and some other gases. In coal mines a similar mixture is called blackdamp.
