You question is pretty vague - but I would suggest that you call them and address the situation with them - give them the info they are looking for and be on your way. I know you dont want to hear this, but your kids need your financial support and most of you being a great father to them.
Maybe talk to their mother and she will let you handle the support payments outside of this agency.

Explain to them that you don't have the financial stability to support them right now and that if they don't stop harrasing you, you will make an issue out of it and get police involved.
It's illegal for a company to harras any person.
