As "andie" said - a citizen of one country living in another country. When the government sends us to another country for several years for work purposes due to our job - we become "xpats" for that period of time until we return back to our country.

Expat is short for ex-patriot, this is a person living in another country.
For example an American expat would be a guy born and raised in Texas now working and living in London England.
