There are all sorts of different drapery tracks out there that would allow you to do this. Just buy one that has a curve away from the wall of at least 4 inches, that would allow clearance of your verticals behind.

If you are in the UK you can get curtain tracks which stick out a bit from the wall quite easily from curtain shops or, alternatively, if there's an Ikea near you, they do a double curtain rail so you can hang two curtains simulatneously which is really cheap. I think it is less than £10 and then you need to buy the finials which are about £3 for two. This should stick out from the wall enough to allow you to close the blinds.

The blinds should fit inside the window recess, and the curtain track should be fixed to the wall. I have never seen anyone have a problem like this, so I can't quite visualise how you have put them up!

There are curtain rods that hang on brackets that only need two small nails or screws on each bracket. Use the smallest screws possible and the holes will be small. That's the best you can do, unless there's room inside the window frame and in front of the blinds for pressure-fit drapery rods.

Go to your Local Home Improvement Store (like Lowes, Home Depot, Ace Hardware, whatever) and look over the offerings -- most have expansion slides that you can adjust to the length needed so your curtains do NOT look like they are smashing your verticle blinds.

I have blinds and curtains and never had a problem.
the blinds sit close to the glass inside the window frame and the curtains sit away from the glass outside of the window frames.

Curtains are hung outside the recess and blinds are situated inside the recess so dont know exactly what your on about :s
