It means she can't leave well enough alone. She needs more than what is in the soup.

Can't find her butt with two hands. Not the sharpest tool in the shed. Not the brightest bulb. Two ears short of a dozen---Not that smart.

It means the person is somewhat unsophisticated. Genteel people eat crackers with their soup, they do not put the crackers in the soup. There is a story about President Herbert Hoover, who was a gracious host. During the depression, he did not serve elaborate state dinners at the White House. The meals were simple and frugal. At one occasion, a guest crumbled crackers in her soup. Dignitaries gaped at her in shock, upon which the president picked up some crackers and crumbled them into his own soup. Nothing further was said, and the lady was spared the embarrassment of knowing that she had committed a social blunder.

In these days of more relaxed standards, I suspect crackers in one's soup are not a disgrace. However, if there are still those who might make such an unkind comment, it probably says more about them than the person they are discussing.

In some circles, the idea that someone would put crackers in ones soup is low-cast, or ill mannered, or shows poor taste. But those who think this would not put ketchup on hash browns either.
