an old saying that 1% of the bikers cause 99% of the problems. They're proudly saying they are the problem children.

In the true world of the old-fashioned bikers (that everyone wearing leathers and riding a bike nowadays tries to emulate), the 1%er patch is the ultimate symbol of a hard-core biker. He had to earn that patch.
It couldn't be bought at bike shows, on EBay, or at flea markets. It's as sacred to the old-school bikers as others symbols are to Masons, Shriners, and even the folks riding around with yellow ribbons on their vans. It means a great deal to those who earn it.
And yes, it means they are the 1% of the population who don't fit in with the rest. In the early days, the Outlaws, Hells Angels, Bandidos and some of the other original biker clubs started using the 1%er patch to define those who had earned the right to wear it. It was, and should still be, only worn by those who receive it from established peers.

old time saying was 99% of motorcycle riders were law abiding types and that the 1% that was left were outlaw type motorcyclist type ie Hells Angels or along those line..
