It really depends on what you wish to achieve with your website.
If it is for your business a professional web developer/designer that offers quality and value with a straightforward approach will be able to help you.
Often they manage all aspects of your site's design and delivery including domain registration, hosting, email, search engine placement and even broadband.
You may be surprised at how reasonably priced a professionally designed and coded, standards compliant and search engine friendly website can be!

A domain name is usually somewhere between $5 and $12 per year. You can create a site on a free host and link your domain name to that site.

the .com domain name cost you around 6 $. I personally have purchased from myhosting.com. but you can choose from 1000 of websites like yahoo, brinkster, nexus.....etc.
If the web domain is already registered then check to whom it is registered?
you can check it on www.dnsstuff.com. you will get the owner email id. ask him if he wanna sell you that domain.
the lease period for a domain is usually 1 year but before it expires the owner will be given the chance first to renew it so good domains dont float away so easily.

Right now you can get one free, sort of. Go to http://mail.aol.com. You can get email addresses of the form aaa@bbb.com or net. You can have up to 100 aaa's and pick any available bbb. At a later date www.bbb.com will connect to your AOL blog. The only problem is that AOL retains ownership of the name and you may not be able to use it for another site at a later date.
