my toolbars icons are missing as well..?

its difficult to know what programs are running how do i take that "sheild" away?

You've probably minimized the taskbar by mistake.

Simply bring your mouse to the bottom of your screen. Your mouse icon should switch to an up-down arrow. Click your left mouse button and move the mouse upwards. It should appear.
