I don't know about Tennessee but I work for Warren County in Ohio-- there are many programs he might not be eligible for, a lot of people seem to just fall through the cracks of being eligible. I would keep trying to find a good program that he is eligible for but in the meantime try calling your county's Community Services offices. Sometimes if you're not eligible for government assistance, non-profit organizations can help! Hope this helps and good luck!
