One makes a comment like, "you got a haircut" or "you did your make up different today", they love those sort of comments, when I get a haircut I get annoyed after the 3rd person mentions it... Why?

Women like to be noticed and complimented on changes they make. Typically, men just get their hair cut into the same style it has always been in, not a change in look like most women go for.

It means you've paid enough attention to them to notice something different. It makes us feel special :) Hey, if it's that easy to make a girl feel special and it doesnt cost you a thing, why not?

Because it means that someone has noticed the changes they made to themselves. It's something of a boost to their self-esteem to have been noticed.
