I've seen cases where people playing with options have enabled this without thinking or knowing what it does. If that's the case you just go to the tools menu, Internet options, content tab, disable button for content advisor and it will prompt you for the password. Try all your passwords, if you set it up yourself you should have known the password at some point in time.

If it still doesn't work then it would be risky, security wise, to help you overcome your system administrator's security settings.

Tools/Internet Options/Content. However, you can't disable it if you weren't the one who enabled it - it requires a password to remove which was created when it was first set up.
