Babies are illegal. . . some relationships are. This one probably would not be considered illegal because of the past relationship just ill advised. Pregnancy at 16. . . . this kid has got MAJOR troubles as it is.

In Texas, the age of legal consent is 17, so yes, the boy is committing statutory rape.
I'm not sure exactly about the other part, when he was 16 and she was 14, because they were both under the legal age of consent then, if they were having sex then.

I believe it can be considered illegal, but in most cases like that they take into consideration the relationship before then. you cant help that you had a birthday and were still involved with a certain person.
If the parents of the child do not press charges against the 18 year old, there usually isnt any issue with it.

I'm not sure about Texas...but in alot of the states they changed the law...and it's not illegal unless he's four+ years older than the girl.

Technically, yes. She is still considered a minor. He could get busted for statutory rape if some one wanted to press the issue.
