It doesnt have to. The outter muscles are usually the last to contract, especially if you have a layer of fat over them. The uterus is what does the bulk of the contracting.

Each person is different. Every pregnancy is different. I bet you've heard that a million times. How many times have you heard this "I don't feel contractions"? Well I don't. Ive had 2 children now ages 13yrs and 4 months. And never felt a single contraction with either of them. No I did not have an epidural I have an incompetent/dynamic cervix . My Dr had to put me on potosum just so I could feel contractions, which I didn't feel a single one til I was 9cm dilated then got the epidural. With my daughter who is 13 I didn't feel a single thing! I knew I was in labor with my son because I felt "pressure" like I had to pee. I went to see my Dr and told him "if im not in labor im going home" he laughed at me checked me and I was 5cm.
