Some service provider like BSNL, MTNL or AIRTEL is providing their BroadBand connection through Phone Line only.
You can get Tata Indicom Broadband or Sify Broadband. They are offering service without phone line.

No you don't need a home phone to get a Broadband internet access, there is Wireless, Satellite broad band internet as well as cable-modem MTAs that not require a home phone line like DSL

If you have a cable company supporting broadband then that is a possibility. Depending on your phone company will determine your ability on obtaining DSL without actual phone service. I know through personal experiance that Verizon does not require phone service, however SBC/ATT does...

Yes as far as BT has told me I do need a home telephone line to get broadband Internet at home.

No. If you have cable TV in your area you can likely get broadband through the cable. Check with your local provider.

If you get a cable modem you need no land line. If you get DSL then you do need land line.
