This is a very funny question. I'll try to answer it seriously and I hope you like small numbers.
According to Wikipedia all of the world's water amounts to 1.4x10^21 kg. A cow weighs 500 kg, contains 70% water and that's 350 kg.

Divide the two and you get a fraction of 2.5 x 10^-17 percent.
